Assembly passes first Selangor plan (RS-1)

SHAH ALAM - The Selangor State Legislative Assembly (DUN) today approved the develop project proposal of the First Selangor Plan 2021-2025) (RS-1) amounting to RM212.44 billion.

The passing of the proposal was announced by DUN Speaker Ng Suee Lim after obtaining the agreement of all assemblymen and it was earlier debated by 28 assemblymen since last Thursday.

"Members (of the assembly) appeared to be very enthusiastic to discuss the motion and they were very active, as only five or six people would usually participate in each motion.

"Perhaps this is because RS-1 has never been presented so many members (of assembly) want to participate. This is also a historic event and many want their names to go down in history," he said when met by reporters after the Selangor state assembly meeting today.

Earlier, Selangor Menteri Besar Datuk Seri Amirudin Shari at the end of the conference said the state government was ready to work with the opposition including establishing a new special committee or through the Selangor Special Select Committee on Capability, Accountability and Transparency (Selcat) to monitor the implementation of RS-1.

"We believe in the separation of powers, we will separate the powers between the executive and the legislature and from there we can practise the best measures and refer to what the implementation of the project is.

"If that is not enough, we can use the State Accounts Committee or Selcat to check the development of RS-1, and the assemblymen have full independence and power compared to sitting in the executive which is somewhat contrary to the spirit of separation of powers," he said.

On July 27, Amirudin presented the RS-1 five-year plan which will focus specifically on economic growth, empowering the people through welfare programmes, sustainable development, efficient, transparent and efficient government systems and services.

"With that, I would like to propose that this council be postponed to a time that will be decided later and is expected to be the Budget Conference," he said concluding the RS-1 debate.
