Complaints of foul stench from condominium unit led to discovery of cat carcasses, organs

SHAH ALAM - Complaints of foul stench from a condominium unit in Bandar Sri Permaisuri, Kuala Lumpur led to the discovery of carcasses, organs and minced meat believed to be a case of animal cruelty against cats on March 11.
Malaysian Animal Association president Arie Dwi Andika said initially several neighbours have complained that they could not stand the smell coming from a unit rented by a 31-year old man, which prompted an investigation.
He said the homeowner was shocked to see cat carcasses, skeletons and body parts inside the unit.
“Besides minced meat in a bucket and inside the refrigerator, there was a room filled with rotting carcasses,” he told Sinar Harian, yesterday.
What was more sad was that when a police report was lodged by the homeowner, it was not entertained on grounds that it was not under the police’s jurisdiction to carry out investigation and enforcement over the case.
Arie said the police actually have the power to assist to prevent animal cruelty under Section 428 of the Penal Code.
He added that since there was no action taken by the authority, the complaint was extended to the Putrajaya Veterinary Services Department's Animal Welfare Board Section chief.
He said he hoped that the Malaysian Animal Association will demand for those who committed animal cruelty to be taken to court and charged under the Animal Welfare Act 2015.
