Selangor has the most rape cases, Johor comes in second, Parliament heard

As many as 1,575 cases were charged.

KUALA LUMPUR - Selangor recorded the highest number of rape cases between 2015 and 2025, the Dewan Rakyat was told.

Of the number, as many as 1,575 cases were charged, said Home Minister Datuk Seri Saifuddin Nasution Ismail.

Saifuddin Nasution said Johor meanwhile recorded the second highest number of rape cases (2,006) with 806 cases being charged.

This was followed by Sabah (1,817 cases and 505 charges) and Kedah (1,465 cases and 465 charges).

Perlis had the lowest number of rape cases at 275 with 116 charged.

Cumulatively, there were 17,609 rape cases nationwide during this same period with 7,090 cases resulting in charges.

The Home Minister said this in a written parliamentary reply on Tuesday (Feb 24).

He was responding to a question by Lim Lip Eng (PH-Kepong) who asked about the number of convictions involving rape cases since 2015.

Lim also asked whether another investigation will be conducted in relation to the rape case involving an alleged rape victim after charges towards her alleged assaulter changed from Section 376 to Section 354 of the Penal Code.

To this, Saifuddin Nasution said the decision is at the discretion of the Attorney General and Public Prosecutor in line with Article 145(3) of the Federal Constitution.

“Such changes are usually based on the evaluation of available evidence, to ensure a higher probability of charging such cases in the court,” he said.

He also stressed that the police had conducted a thorough investigation under Section 376 as soon as the police report was received.
