Zulkapli appointed as Public Service DG, Johan as Treasury sec-gen

SHAH ALAM - Datuk Dr Zulkapli Mohamed has been appointed Public Service Director-General, and Datuk Johan Mahmood Merican has been appointed Treasury Secretary-General, both of which are effective today.

In announcing this, Chief Secretary to the Government Tan Sri Mohd Zuki Ali said their appointment was consented by Yang di-Pertuan Agong, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah.

Mohd Zuki said Zulkapli's appointment was based on his extensive experience in various fields, including policy, management, and services, as well as human capital development, having served as the Public Services Department deputy director-general.

"He has also served as Solid Waste and Public Cleansing Management Corporation (SWCorp) chief executive officer and Sabah federal secretary.

"I am confident that with Zulkapli's knowledge and credibility, he will be able to carry the trust and responsibility in supporting efforts and ensuring that public sector reform is in line with Malaysia Madani's aspirations," he said in a statement.

Zulkapli, 58, graduated with a Bachelor of Social Science (with honours) from Universiti Sains Malaysia, a Master of International Development from the University of Japan, and a Doctor of Philosophy in Economics (International Finance) from Meiji University, Japan.

He has served in the public service for 31 years after graduating from USM.

Meanwhile, Johan's appointment is based on his qualifications, leadership characteristics, and extensive experience, having held several positions in the fields of economics, finance, and policy.

Johan, 50, is a first-class graduate from the University of Cambridge and a chartered accountant from the Institute of Chartered Accountants in England and Wales (ICAEW).

He has also served as Talent Corporation Malaysia Berhad (Talent Corp) chief executive officer, Economic Planning Unit deputy director-general (policy) in the Prime Minister's Department, and national budget director in the Finance Ministry.

His last position was as deputy secretary-general (policy) of the Treasury, Finance Ministry.
