SHAH ALAM – PKR vice president Rafizi Ramli has revealed a company appointed as a subcontractor to implement two supply and manufacturing packages for the littoral combat ship (LCS) project allegedly made RM178 million claim to the government the same day the contract was awarded.

The former Pandan MP cited based on an internal investigation conducted on the controversial project.

“The inner investigation paper of the LCS Project revealed that the second layer of its subcontractor, Contraves Electrodynamics Sdn Bhd (CED) made claims of RM178 million on the same day it was appointed after it was established 45 days earlier.

He further said previously The Vibes portal had reported CED was established on Feb 23, 2012 which was 45 days before they were appointed as the second layer subcontractor for a RM1.2 billion.

Rafizi in a statement included a list of the chronology of the payment.

On April 9 2012, Boustead Naval Shipyard Sdn Bhd (BNS) undertook the LCS construction project and appointed Contraves Advanced Devices (CAD) as a subcontractor for two main packages valued at RM1.2 billion, he said.

“On the same date, CAD immediately appointed CED, a company that is only 45-days old as a subcontractor for the two packages from BNS.

“CED made claims of RM178 million as their fee on the same day they were appointed the second layer contractor,” he alleged.

Rafizi claimed it violated the payment regulations of the Finance Ministry.
