SHAH ALAM - Selangor Pas Youth has slammed the Selangor State Government for failing to safeguard the welfare of its residents, urging immediate action on public safety, healthcare, affordable housing and rural infrastructure ahead of the Selangor Budget 2026.

At a media conference held at the Selangor Pas Youth Office here today, Selangor Pas Youth Chief Mohamed Sukri Omar accused the Pakatan Harapan-led state government of neglecting the people’s needs and failing to fairly distribute the state’s wealth.

“The Selangor government today has failed to protect the welfare of its people. This failure can be seen through the progress of the First Selangor Plan (RS-1) and previous annual budgets.

“It is clear that RS-1 is merely cosmetic and full of promises that ultimately reveal the weaknesses and failures of the administration under Menteri Besar Datuk Seri Amirudin Shari,” Sukri said.

He revealed that Selangor Pas Youth remains committed to acting as a check-and-balance group and as a constructive opposition, in line with Pas’ Budaya Politik Matang dan Sejahtera (BPMS).

Social Wellbeing in Decline

According to Department of Statistics Malaysia (DOSM) data, Selangor recorded a decline in the annual growth rate of the Social Wellbeing Index from 2.1 per cent in 2021 to only 0.7 per cent in 2022.

“Two subcomponents of the Social Wellbeing Index are particularly concerning: the Public Safety subcomponent, which recorded an annual growth rate of -9.3 per cent and the Health subcomponent, which recorded -6.3 per cent.

“Even worse, the Family subcomponent in Selangor only recorded an annual growth rate of around 2 per cent, far below the 8 per cent target set under RS-1. What is the meaning of a wealthy state if its people do not enjoy a good quality of life?” Sukri asked.

Wealthy State, Struggling People

The Pas Youth leader highlighted rising living costs and the limited effectiveness of poverty alleviation programmes.

“The people of Selangor are struggling with rising living costs. Data shows that the inflation rate in Selangor is 1.8 per cent, higher than the national inflation rate of 1.5 per cent which has weakened the purchasing power of the people,” he said.

He added that the Absolute Poverty Incidence rate in 2022 stood at 1.5 per cent and that Selangor is unlikely to achieve its RS-1 target of 0.7 per cent by 2025 or the revised 0.5 per cent target in the RS-1 Mid-Term Review.

Sukri also pointed out the persistent economic gap between urban and rural areas, citing Sabak Bernam’s median household income of RM6,941 compared to RM11,131 in Sepang.

Affordable Housing Shortfalls

Highlighting housing issues, he said according to the Khazanah Research Institute, there is an oversupply of high-priced homes that ordinary citizens cannot afford in Selangor.

He stressed that many in the Klang Valley, most of whom are Selangor residents, now face limited options in purchasing affordable housing.

“In 2024, only 41,196 units of affordable homes were completed out of 302,998 applications, while 51,941 applicants were rejected without publicly known justification,” he highlighted.

Water Supply, Flooding and Rural Development

The Pas Youth leader also raised concerns over basic infrastructure and flood management.

“In 2024 alone, more than 1,000 areas in the Klang Valley were affected by water disruptions. Meanwhile, a 2024 report by the National Disaster Management Agency (Nadma) recorded 80 cases of water source pollution across the state, one of the highest figures in Malaysia.

“Residents in Taman Sri Muda have faced annual floods, while Hulu Langat and Gombak experience uncontrolled development near water catchment areas that heighten the risk of floods.

“Pas Youth has repeatedly exposed delays, negligence and failures by the Selangor government in managing flood issues.

“To date, the public has not seen tangible results from the hundreds of millions of ringgit allocated in the Selangor State Budget supposedly for flood management and infrastructure,” he added.

He also pointed out the stalled Sabak Bernam Development Area (Sabda) project, which was expected to attract RM1.9 billion in investments and create 3,600 jobs.

“The cancellation of several key projects reflects the state government’s poor planning and inefficiency in managing its economic policies,” he said.

Sukri urged the state government not to repeat the failures of RS-1 in the upcoming Selangor Budget 2026 and the RS-2 plan. He proposed four key areas for focus:

  • Allocate more funds to ensure the wellbeing of the people, particularly in public safety and healthcare.
  • Prioritise upskilling and employability initiatives to help households under absolute poverty sustainably rise above the poverty line through income growth.
  • Focus on and develop a more realistic plan to build affordable housing aligned with the demand and needs of Selangor residents, especially the younger generation.
  • Allocate more resources to basic infrastructure development in rural areas to prevent further socioeconomic inequality.

Selangor Menteri Besar, Amirudin, is expected to table the Selangor 2026 Budget on Nov 14.
