Umno Youth: Why appoint collection agent when RTD already handles digital payments?

SHAH ALAM - Umno Youth has questioned Transport Ministry’s decision to appoint a private company as an authorised collection agent for Road Transport Department (RTD) transactions, pointing out that RTD has been managing digital payments on its own.

The youth wing argued that this move raises concerns about the necessity of involving a third party in government services.

The company announced its appointment on Monday, confirming its new role as a licensed collection agent for RTD matters.

Umno Youth Chief Datuk Dr Muhamad Akmal Saleh questioned the reasoning behind the appointment, claiming that digital payment processes through the RTD application have long been handled internally by the department.

“All this time, when we pay through the RTD app, who manages it? If RTD has been managing it themselves, what is the need to appoint a collection agent?

“Is it that everything nowadays needs an appointed agent? Congratulations then,” he said on Facebook.

RTD had since issued a statement, saying that the department had appointed 10 collection agents since the initiative was implemented in 2016.

RTD Director-General Datuk Aedy Fadly Ramli said claims portraying the appointment of collection agents as a form of RTD service privatisation stemmed from a misunderstanding about their actual role.

“The collection agents have no involvement in collections made through RTD's official channels — the MyJPJ app, MySikap and JPJ offices - which are managed and will continue to be managed by RTD.

“Instead, the appointment of RTD collection agents allows RTD services to be offered through additional channels,” he said in a statement on Tuesday.

On Dec 8, Ramssol Group Bhd, through its wholly-owned subsidiary Rider Gate Sdn Bhd, received official appointment from the Transport Ministry as an authorised collection agent for JPJ transactions.

In a statement, the company said the Rider Gate portal now enables Malaysians to access a fully digital, convenient and secure platform for key JPJ transactions, including motor vehicle licence renewals, traffic summons payments and vehicle ownership transfers, with a nominal fee charged per transaction.

The system provides real-time reporting to JPJ and the Transport Ministry to maintain transparency and accountability.

“This collaboration places Ramssol at the forefront of the nation’s digital transformation in the transport sector and we are fully prepared to deliver reliable, innovative and user-centred services to the public,” Ramssol Group Managing Director, Datuk Wira Cllement Tan, said

The company also plans to continue strengthening its technological capabilities, investing in platform improvements including artificial intelligence (AI) integration and exploring strategic partnerships to enhance user experience and increase platform adoption.

The group added that it will continue expanding its digital solutions portfolio in areas that emphasise data governance and system reliability.
