E-wallet aid reduces leakage in Baucar Kita Selangor, says Amirudin

SHAH ALAM - Selangor is strengthening its welfare delivery system by shifting aid distribution into a fully digital framework, with the state government confident that the move will significantly reduce leakage in its Baucar Kita Selangor initiative.
Selangor Menteri Besar Datuk Seri Amirudin Shari said direct payments into verified e-wallet accounts ensure assistance reaches eligible recipients without the risks commonly associated with manual cash distribution.
He explained that the verification process, supported by consolidated and validated databases, plays a key role in ensuring that aid is channelled accurately to targeted groups.
“Leakage usually happens when it is done manually, although sometimes it is not leakage, but rather errors,” he said at a press conference held in conjunction with the launch of Baucar Kita Selangor under the Selangor Resilience Strengthening Package.
Amirudin added that the digital system enables all transactions to be recorded and monitored in real time, allowing authorities to track usage and ensure the assistance is being fully utilised by those in need.
Drawing on the state’s experience with the Selangor Sejahtera Life Assistance (Bingkas) initiative, he said the mechanism has already proven effective in improving transparency and accountability in welfare distribution.
“In fact, we can know whether users are using the assistance or otherwise. If it is not used for a few times, their participation can be cancelled because we consider that they do not need the assistance,” he said.
Recipients for Baucar Kita Selangor are selected through multiple verified data sources, including past applicants from the Bingkas programme, as well as records from the Social Welfare Department (JKM), the eKasih system and the Implementation Coordination Unit.
Amirudin said the integration of these databases ensures that only eligible households receive assistance. On monitoring and accountability, he assured that audit processes are in place to guarantee transparency throughout implementation.
He also said that digital platforms such as Selangkah allow real-time tracking of aid distribution without reliance on manual verification systems.
“Its usage can be monitored and the data can be checked at any time,” he said.
The state government has opened applications for the programme to 50,000 eligible families starting Tuesday at 12 noon, with all applications to be submitted online via www.baucarkitaselangor.com.
Under the initiative, selected households will receive RM100 per month for six months.
